Where is the best place to take a vacation, and I hotel that accepts pets?

I want to go on vacation with 1 of my friends, my mom said I could. She also said I could bring one of my dogs, and my friend is bringing her cat. Me and my friend need to know where we should go (like a state or country, etc.) and we also need to know where a hotel is that we can bring our pets to. Also, I've tried Hollywood, way too expensive.
